Hazmat Programs for Part 135 & 121 Airlines

FAA regulations require all Part 135 & 121 Air Carriers to have hazardous materials transportation training programs. There are several types of programs

Non-Acceptance & Recognition Programs

FAR’s require carriers who elect NOT to transport any hazardous materials to implement a "non acceptance" program. This program is designed to make employees aware of the types of commodities that are considered hazardous materials. With this "recognition" program, carriers’ employees will have sufficient knowledge to recognize and reject any hazmat shipments.

Hazmat "Acceptance" Programs

FAR’s require carriers who elect to transport any hazardous materials to implement an "acceptance" training program.

FAA approval is required for the two key aspects of the training requirement:

(1) A hazardous materials operations manual must be created and maintained.

(2) A hazardous materials training program for pilots and ground crew must be created and approved. The FAA will usually audit the first class.

TDG training for Air Carriers

TDG can provide consulting and training support for air carriers wishing to create a hazmat acceptance training program.

TDG will create a customized hazmat operations manual for you as well as a hazmat training program to be administered to your pilot and ground crews. TDG will guarantee FAA approval for this program.

We can administer the training for you, or train one of your employees to teach the class (extra fees are involved in instructor training depending on the experience of your instructor-designee.

Hazmat Programs for other Air Carriers (i.e. Part 91)

The requirements for carriers other than part 121 and 135 operators are slightly different. Training is required under 49 CFR rather than 14 CFR. In addition, training programs do not have to go through approval before being administered (though the knowledge requirements and subject matter are the same).

TDG can provide you with training programs and with self-study programs that you can administer yourself under some circumstances.

Hazmat Exemptions

TDG can help you in securing any necessary exemptions (most commonly, Class 1 explosives) from the D.O.T.

D.O.T. Penalty Mitigation

Should you receive a notice of proposed violation from the FAA or a notice of proposed penalty, we can help.

The D.O.T. will allow you to submit information "in mitigation" of the proposed violation. TDG has worked with client’s legal counsel to get penalties reduced by tens of thousands of dollars.
